Yes,
You dimmed the dash board, turn the knob back to where it was!
This happened to me when my retarded girlfriend was trying to figure out how to turn the lights on!

It could possibly be the headlight switch is bad, especially if the parking lights are out too. The Haynes Book for the 00 Dakota has a diagram showing how to check the sitch for continuity to see if the switch is bad.
Not sure if your 2000 has a fuse for the dash lights in the Power Distribution Center, but if you have not checked yet maybe there's a fuse there for dash lamps.
