Message: Have you checked , or redone that splice of
three wires in the harness - about 6 to 8 inches
under the underhood fuse/relay box ?
Need to unwrap the 'harness' tape to find it.

Message: I would suspect a clogged filter or bad pump. Probably shouldn't have put a full tank of gas in now that you may have to drop it.

Message: What do you mean "gone thru the wire splice"? If you just looked at it and it looked ok, go back and cut that block of wire out and redo it, soldering and taping it good. the splice on my old 95 looked "good" but was a problem until I cut and soldered it.
You don't have to drop the tank to replace the pump. Just remove the spare tire, take the screws out of the gas filler hose and remove the bed (8 bolts). Get a buddy to help lift the bed and slide it back and rest it on the back tires and bumper (pad them both to keep from scratching. That's how i replace the pump on my old 95.
It could also be a bad ground at the PCM will cause the truck to not start. I had that on my old 95 as well. I checked the pcm for tone with my multimeter while i epoxied the wires back in the PCM. problem solved. When the truck starts while it's idling tap the PCM, if it dies, you have a loose wire at the pcm, probably a ground (I think pins 11 and 12 which are red/black).
I posted some good info about all of the above issues years ago when I had my old 95. I bought my 02 dakota in 04 so you'll have to dig up posts from 02 and 03.
The filter is part of the pump assembly you'll have to replace the pump to replace the filter. If you need a new pump, there are 2 models. one with a filter like the stock one and one with just a pick up screen. If you go with just the pick up screen, i'd install an inline filter under the bed that you can get to without remove the bed or dropping the tank. That's just my 2 cents on pick up screens for daily driving. If you were making a race truck out of it, that would be a different story.
