 Subject: Non-foglight bumper info needed

Hey all,
My SXT has the front bumper with the foglights holes NOT punched/pressed/knocked out.
I would like to open these holes if possible without damaging the paint.
Has anyone attempted to this and if so what is the best way to go about it and with what cutting tools ???

Just cut them out. I'm going to use my Dremel to cut them out and install fog lights in there. Shouldn't be too difficult.
