 Subject: 97 v6 dakota iac valve

Hello all. I got in my truck today and when I started it the idle was up at 2800 rpms. I tried tapping the accelerator but no change just stedy 2800rpm. I played with the spring on the throttle and didnt notice any problems. I also looked for any vacume leaks but did not see any. A friend told me it might be the iac valve or idle air conditioning valve. Is this true and where is it located and can I replace or clean it myself? Thanks guys let me know asap.Oh its a 97 dodge dakota v6 magnum 5 speed 4X4
