 Subject: Clamp on air cleaner?

I was looking at my factory air box the other day ('98 3.9) and I noticed that the accordion-style tube between the air hat and the filter box is secured to the filter box with a large hose clamp.
Good, I thought, that keeps out dust particles and bad luck rays.
But the other end of the tube at the air hat has no such hose clamp.
Is there supposed to be a hose clamp at both ends of that tube?

My 2001 has a clamp on each end of the tube.

not all had the clamp just a snap on deal
