Message: My '96 did that for about two weeks, then the on/off switch fried one morning on the way to work. Had to drive 2 miles in the pre-dawn light. Easy fix if that is the problem.

Message: I have seen it be both, the dimmer switch, and the headlight switch, not on the same car, but it could be either one.
I had an Olds tornado and the dimmer switch quit working so I put an old switch on the floor, run the wire from the head light switch to the dimmer switch, and no more problems. I used a Ford dimmer switch, and wire plug to wire everything up. The switch has 3 connectors, one from the head light switch, one to the low beam head lights, one to the high beam lights. I had to run 2 wires to the headlights, other than that it worked fine. Even the "High Beam indicator light worked".
Good Luck
