Message: bridges, try checking the wiring on the plug to the IAC and see what kind of volts you are getting. It could be that you have a bad wire somewhere between the IAC and computer. Since you said the comp was changed out, I would look at where the connector goes into the computer and make sure you have condanuity in the wires. Check not just where the wire go into the comp, but remove the connector and check both sides of the connector to be sure you a good connection between the IAC and the connector.
That's all I can think of for now, except, you may want to remove the IAC and clean where the IAC goes with carb. cleaner then replace and see how it runs.
