im getting really confused as to how ur suppose to install these. arent u suppose to turn the bolt until theres no play in the push rod and then tighten it down with a half turn then tighten down the screw in the center of the bolt?

yes, you are correct.
the thing i dont understand is in the haynes manual, they want you to leave the crank alone after you get the rockers done on the #1 cylinder.
pretty sure that all of us were taught that the cylinder your working on needs to be at TDC so you get the correct valve lash. maybe they forgot that small detail, who knows

The valve needs to be closed on the ones you are adjusting.
