 Subject: brakes lock-up

i have an 88 dakota and the dam brakes have lock-up, any ideas as what causes it. fluid is full and clean. also the brake pedel is very hard to move like it's stuck but it's not down by the floor it's up in the normal position like it would be when the brakes are not on.
