This something i have to worry about, i worked on my truck i put some new headers, high flow cat, hooker header maxflow muffler, edlbrock headers, and the thing is idk if i am going to pass the emissions test, and speaking of which how loud can my exhuast system be, i cant find this anywhere online! i am from the state of Illinois, that might come in handy when someone searchs for me of course id like my dakota to be 50 state approved just incase i ever move!

As long as you didn't remove any of your stock emissions stuff (except cat) you should be fine .
unless you move to California. in answer to how loud your exhaust can be , I say as loud as you want it. I have a 99 Dak 4x4 5.2 V8 with the same mods. headers, high flow cat, Magnaflow cat back 2.5" in dual 2.5" out. and its pretty loud. I set car alarms off driving bye.

I've had cops complement me on how good my truck sounds. But I live in Pennsylvania. Some cops are just a$$ holes and will pull you over for anything. There are some states that have noise pollution laws.

Well, that's very dependent on the state. In some states, you car is never inspected, except in theory when it comes into the state from another state. Even then, it's a person who looks at the VIN number and charges you a registration fee.

From a legal standpoint, you need to keep your cats, and any other OEM emissions equipment, such as air injection, your EGR system, O2 sensors, and so on.

In Pennsylvania, you're not supposed to modify your vehicle at all. My dad was a mechanic back there for a long time, and I can remember the crap we had to do in order to be an official inspection station. Most mechanics will still pass your car if you're in violation, but it's technically not legal. You weren't even allowed to tint your windows (legally) unless you have a doctor's note to do so. As you might imagine, there's a lot of law-breakers back there, but really, what cop has the time to enforce stupid little rules like that? Very few, although yes, you can be pulled over for being too loud, in practice, cops have bigger concerns to take care of. Unfortunately, the state legislature does not.

From a federal standpoint though, you can do stuff like cat-back exhausts, cold air kits, probably chips etc. From a state standpoint, it's too varied to tell you. I'm not sure anyone really has the authority, or takes the time really to search your car for emissions compliance, but then again, I don't know. Ask youself this, what cop in his right mind is going to grovel under your car and make a bunch of paperwork for himself, when he can pull over Joe Millionare who's going 165 in his porsche?

My suggestion would be go for switchable crossovers. Pull the switch- straight out the headers baby! See a cop? Hit it, and it's a stocker again!

^^ the above statement is a joke, but you could do something similar if you desired.

It's like asking about is Nitrous legal on the street? The short answer is no, but the long answer is very complicated, and varies a lot between states.

If Illinois doesn't have an official state emissions inspection program, you probably don't have much to worry about. You could always ask a cop... most of the time they're happy to give you information.

no i am from Gurnee, and i havnt done it on my truck yet but on my 93 and 94 wrangler i had to do emissions and my parents have to do it on their 96 charokee, i drive a 2003 dodge dakota soo idk i just dont wanna deal with crap! i get into enough trouble with the law i dont need another reason

Ain't gonna happen. Massachusetts says that the exhaust must not be louder than stock (and how do they know that, or enforce it?). They also say that you are not allowed to modify the exhaust (example: single to dual exhaust, or pipe diameter). Most garages ignore this, some don't. Just so you know there is a risk.
