Subject: ABS QUESTION! HELP

For: '99 4x4 3.9L.
Got into my truck and noticed the ABS light was on along with my BRAKE light. (the light for emergency brake)After double checking the emergency brake, the BRAKE light still stayed on, along with the ABS. I assumed it was just brake pads, but now im starting to wonder. My brake fluid is between FULL and ADD, so I didnt think it needed anymore fluid. Also, the next day while driving, I noticed my speedometer does not register unless Im going over 25mph. It just sits at zero, until i get over 25. Does this have anything to do with the ABS censors on the axels? Or is this a completely different problem? I called a shop in hopes to find answers and to get things fixed. He told me I have to take it to a dealer because they are the only ones with the equiptment to not only fix, but to turn the ABS and BRAKE lights off. I really dont want to take it to a dealer, because I know how over-priced they are. Does anyone know whats wrong? Or if this has happend to them before?
