 Subject: Sounds like a remote control car

There is a high pitched wining sound coming from the belt on my 94 3.9 2wd Dakota. It is barely noticeable at idle, but when I step on the gas there is a high pitched whining sound that reminds me of when a remote control car speeds up. I sounds kind of like the bearings in the belt tensioner are going, I sprayed some wd-40 into the pulley and it quits down for a little while.
If I replace the pulley do I have to replace the whole tensioner? It's the difference of 25 for the wheel or 60 for the whole kit.
