How does one access the locking mechanism on the hood when the hood will not open. This is on a 93 Dakota.

Have you tried getting someone to lightly bang on the hood as you pull the release mechanism? and when you do get it open make sure to oil it really well, and maybe work it a few times with a screw driver.

You may wind up having to take the piece inside the cab apart, and see if the cable is broken, if so, you may be able to pull the cable housing and get it to release, then either use a piece of wire to release the hood, or replace the cable. Its not a really hard job, and it is worth the trouble to replace the cable.
