Message: Setting the fuel sync with a voltmeter will only get you "close". Have a local dealership (or shop that has a DRB-III or SnapOn MT2500) check it for you.
Best range for the Fuel Sync is "6" +/-1. Unless you're way off on the sync, there will be no change in mileage...only throttle response.
The fuel sync controls the injector pulse-width (how long they stay open).

Message: i adjusted my sync, picked up 3 mpg and gained a metric $hit ton of pickup. mine should be approximately +3 (1 rotor width toward the cab of the #1 cyl line)

Message: It should be at "0" but best performance is at "6" +/-1. Mileage isn't affected that much unless it was really out of adjustment either by the factory or by some other shop checking it.
Checking it with a voltmeter or visually is not the proper, nor the correct way. Dodge got rid of the voltmeter method in '96 as it's not accurate at all. DRB-III or SnapOn MT2500 will check it for you properly as it needs to be set with the engine running and at 1000rpm.
How do I know this? I'm a Chrysler/Dodge certified Technician (MasterTech 2004/2005).

Message: Master tech
Injection sync does not control pulse width but
timming when the injector does pulse
Pulse width is controled by computer, load, rpm
vehicle speed, engine temp and o2 for A/F ratio
closed loop
You need to call mopar tech and get your info

Message: The Fuel Sync (aka: Distributor Index) does control the injector pulse width timing (and to an extent on how long). This is determined by the index. Quicker/Shorter (negative) and Later/Longer (positive) settings determine this. Yoiu are correct with the sensors that you listed...but you also forgot gear selection and throttle position.
The O2's don't control A/F, they only sense what's in the pipe (air/oxygen - how much) and the PCM controls this also via other inputs. Open loop is also affected to an extent by O2. It's not just a simple table either.

Message: It really comes down to general wording or technical details. I can post both but don't as it can confuse the average person or is way too technical for some to understand.
Ultimately, you wind up with the same answer though.
