 Subject: Power Steering Problems

Alright, My '99 Dakota has been leaking power steering fluid for 2 weeks, ive put two bottles in. The only mods I have are a flowmaster and and a cold air intake. Anyways, the guy at the shop I took it to today, said that it was a seal or a gasket on the rack and pinion that was worn out, and said that he would have to rebuild the entire rack and pinion or he could install a new one for like $400. My question is, does his diagnosis sound feasible, and second, is there another place to get the rack and pinion from that would be easier on the wallet?
