A muffler guy told me that all catalytic convertors must be stainless steel, and that even though mine is rust covered it is stainless. My question is if the pipe coming off the cat is also stainless? And what about the pipe going from that to the muffler? They are all coated with the same color/texture of rust as the cat.

Stainless CAN rust, given enough heat and chemical exposure. Run dinnerware through a dishwasher for enough years and watch rust spots appear.

Catcons are probably all stainless steel casings.

Some MoPars have had all stainless exhausts, some have not. My 85 Daytona had all stainless exhaust, the 92 model didn't (cost reduction).

stainless means just that, it does not stain at room temp however it does NOT mean rustless, as Bob said. Some grades 303, 304 316 etc. NEVER rust at normal temps but at elevated tempuratures as in a glass bending furnace it most certainly does, before I went into business for myself I worked for one of the glass companies in Toledo building molds for the side ans backlites, all were 303 stainless and all exhibited some rust like behavior over time at hi temps. we made one out of 316 and it showed no such problems, however it was extremly expensive to machine due to it being hard and tough and the raw material cost a lot more. BUT the 409 used in most exhaust sytems most certainly does. It does last a long time, even 10 or more years in the rust/salt belt but it does, over time, rust.
