Message: you can just take it to your local body shop and have it sprayed for less than you can buy the kit for. Plus as long as they do a decent job priming it, you will have no problems with it. Since it is plastic, the primer should actualy "eat" in to it which will help the paint stick, and it won't distort the appearance either.

Message: Make sure you add flex agent to the paint to prevent cracking. It can crack, probably the risky time is the flexing it does when it's put on.

Message: you can by the spray cans from walmart. they even come with or without flex agent. All it takes is a little elbow grease from sanding....... over and over ....and over.... but you can get your dash to shine better than the stock paint......

He shows a total break down for painting dashes with part numbers. The only thing I would use different is a flexable primer and a different rubbing compound
I personally use 3M rubbing compound and 3M hand glaze
And the flexable paint thing. Unless you are he!! bound to use a laquer paint or puttin on extensive coats, I wouldn't worry about. Poly and acrilic already flex to a degree. The only time anyone should worry about crackin is like Mark said.... Installing and removal.
Most of your rattle can primers are laquer so read the label!
