I have a 2000 Dakota and the front bumper is rusting. My friend has a newer Dakota and his front bumper is covered in plastic where mine is rusting. Is this a cover or is it a whole bumper?

It is a cover. There is a steel frame behind it, not a full bumper. A plastic bumper alone will not absorb impact.
To stop rust (mine had it too), find a new one on eBay. Will not cost too much. Have it sand blasted to bare steel. Use a good etching primer to stop rust, repaint. Had mine painted to match body color, looks good.

'00 has an exposed steel bumper with a lower plastic valance. the bumper was either painted or chrome. 01-up were covered with a plastic bumper cover/valance all in one. i guess if you searched the salvage yards you could upgrade your '00

Well I was searching ebay and came across both bumpers. Would I need any extra mounting hardwear to mount the 2001 bumper? Or should I just order a 2000 steal bumper and paint that?
