as far as i know, you just cant have exposed bumper mounts, so you either need a bumper or rollpan

i live in iowa, and a friend of mine has been rolling around without a bumper for a year now, and no ones said anything, he had to put the lic plate in the back window tho... but if you get pulled over just say you got hit or backed into a pole and had to take it off to get your spare tire once... and now it wont go back on.

In wisconsin my dad bought a brand new 95 s-10 right off the dealer lot and it didn't come with a rear bumper. Not sure if there's a law against it but he put a tube bumper on with almost a brush guard looking part to house the license plate anyway and it saved the back end of the truck when he got rearended at 35mph by a lumina.

In N.Y. we don't need a rear bumper at all. My ex-girlfriends dad is an inspector at a dealership, and here a bumper is totally an option.
