You can install a Hotchkis 2/3 drop with a truck on 20"s with minimal tire rubbing, as long as you aren't running majorly oversized tires on the rims. The R/T stock tire height is 28.14" tall, and a lot of guys are running the Hotchkis/Bilstein combo just fine. However, people with the Durango rims/tires (29 or 30" I think) and the Hotchkis/Bilstein kit are rubbing a bit, you may need to roll your fenders.
While spinners aren't my cup o tea, you'll have a nice show package when done with a Sniper kit and such. Re-painting an entire vehicle a new color will cost you at least 2-6k or more depending on how good of a paint job you have done, and whether they paint all of the door jambs, crevices, engine bay, etc. At that point you should almost evaluate selling your yellow truck and buying a black one then swapping the rims... Only reason to shell out that sort of cash is for a custom color/flames/graphics/etc imho.
