How do you go about getting the caps off of the fog light openings? Do you have to have them sawed out?

That's exactly what I did with mine. I went down to home depot and picked up a 4" hole saw and just drilled them out.
You'll have to do some fabrication or drilling into the frame depending on the type of mounting brackets that come with the lights you want to install.

If you are looking for the lights also there is a guy on ebay that sells the lights and the holesaw to cut the valance also. Just do a search for Dakota blue foglights and it should come up.
