take wheel off. use steel brush drill attatchment on good drill to scrape any major rust off of the rim. use a dremmel with a steel brush attatchment for small spots/crevices. clean/wash the rim of any dust/debris from the paint/rust. use Rustoleum primer spray paint (found at walmart for about $4, the 97 cent cans wont cut it) use fat masking tape and make a ring arounf the rim on the tire to keep spraypaint from getting on the tire. prime the inside and outside of the rim. let dry for about 6 hours. once dry enough, lightly sand any spots on the outside of the rim that arent smooth (the part that is seen when the wheel is on the car). i suggest putting one more light coat of primer on after this depending on the type of paint you will use to finish it. after primer dries completely, apply your final coat of paint. do NOT apply too much paint at once or you will find it causes drip spots. (also keep tire flat when painting) after paint dries, apply one more coat being sure to cover any missed/thin areas. try to let the wheel dry for 24 hours before putting it back on the car.
if you're a real cheapa$$ like myself and want to repaint instead of buy new rims... it is a bit of a project and requires patience. but eventually you get good at it. also...any paint you happen to get on the tire can be removed AFTER the wheel is completely dried, use a scotch dish scrubber. then use a dremmel with a regular brush attachment to get close to the rim without scratching your hard work on the rim. any paint you dont happen to get off will eventually wear off as you drive the vehicle normally. (for further protection, use rustleum clearcoat on top of the finished paint, but be BEWARE, make sure the clear doesnt react and eat the finished paint first by testing it)
when completely done, spray some good tirefoam on the rubber for the ultimate effect.

well lets see my wheels on my f150 ain't stock but they'se aluminum. when i painted mine i had my best friend matt pull the tire off of it and then i set it flat on the floor. i bought some "liquid anodize" so that's what i used. make sure you primer the wheel first er else it'll look bad. glad i could help neibor.
