First: Someone told me that I could get 31" tires and still use my stock dodge 15x7 rims. True or Not?
Second: The shop around here quoted me about $190.00 for a 3" lift kit for a 98 DK 2wd Sport. Good or bad?

1. Yes, they will fit fine.
2. I am assuming that price is for a body lift. It also sounds like that is only the parts price. Body lifts for Daks are usually in that area (a lot more than other vehicles). Installation will be quite a bit more expensive. If you have not done one before then I would leave the install to the shop. Another option is a Fab-Tech suspension lift. It is more expensive but your truck would be a lot more like a Pre-Runner and it is a lot better offroad.
