There is a section on bumper height. Ironic that some of the biggest trucks I've seen on the road were in Bloomsburg.

Message: Typical for the PA political Gestapo. Hold onto your liftblocks, add-a-leaves, 2000# T-bars and 33's boys the jack booted ones are a commin'. Lived here on and off all of my life and the power of greed evident in this state's government never seems to amaze. I've about had it - Anybody up for colonizing Mars? I heard there's great wheeling there. If what NASA says is true, there's water too so we can make up some MUD!!!

Message: No, there's only ice on Mars, but there are a lot of what looks like some really deep dry river beds. All that red dust would look really cool on the sides of my black Dakota. I know how you feel about the smog test. I live in Western North Carolina and we are supposed to have one coming sometime this year. Inspections will go up to $40 and only at facilites will the proper equipment. 1975 on down will be exempt, supposedly. Our state gov't is getting worse also. It would not surprise me that for inspections the lifts will be checked too. Our state says no more than six inches of lift total. They used to be specific and say that you can have a 3-inch body lift combined with a 4-inch suspension lift for 7 inches total, but did not say anything about the tire height. I guess I'm safe so far with my 3-inch body lift and 33 inch Baja Claws.

Message: Try taking a look at all of the BS emmissions in texas. In the major cities OBDII is used to measure the emmissions because the tailpipe probe couldnt measure the emmissions on the new vehicles. The vehicles that didnt come stock with OBDII (94 and older) have to run on a dyno to put the car under a heavier load and produce more emmissions.
This is just as much BULLSH**

Message: The bumper height can't be more than 30" from the bottom of your bumper to the ground. Thats for my qc dakota.(PA LAWS) Thats for both front and rear bumpers. It goes up as the gvw of your truck goes up.

Message: 30" only if the GVWR is over 9000lbs. Not too many Dakotas out there with a 9000 GVWR. ;)
A 2004 Regular cab 4x2 lists on the Dodge site as a 5000lbs. GVWR and would be limited to a 24" front & 26" rear bumper heights. All other Dakota models list between 5350lbs and 6010lbs depending on the package and options. They would be limited to 27" front & 29" rear bumper heights.
PA Code also indicates:
(ii) The front and rear height measurements shall be made to the bottom edge of the foremost portion of the frame rail, or to the original mounting brackets, whichever is lower, if one of the following apply:
(A) The bumper height, relative to the frame rail, has been altered.
(B) The vehicle was not originally equipped with a front or rear bumper.
(C) A supplemental bumper has been added.
(D) The manufacturer’s specified bumper has been replaced with a bumper not identical to the manufacturer’s specified bumper.
meaning if you use an aftermarket bumper or move the bumper, they measure to the frame or bracket, not the bottom of the bumper.

Message: i wouldnt worry about it too much. i live in MD and our Emissions test are run by college kids who get paid $8 an hour. slip them $40 and you fly through. No chance they will check suspension while there. Especially PA, you guys get away with everything, except window tint. the cops here abide by there judgement for suspension laws. there is a very unclear law as to what you can and cant do. most cops dont want you to do anything from stock and if you do they want you to jump through hoops. its pretty much what ever you can get away with, for awhile.
