Message: What is C.A.R.B approved mean? I'm looking into air intakes and some are C.A.R.B approved and some are not.

Message: Anything CARB approved is legal for emmissions. Therefore, you have no issues getting through the visual or smog check with a CARB approved intake. That doesn't mean the others will fail emmissions, just that if somebody looks real close, they can fail you on visual inspection. Here in Jersey, no under-hood inspection is done, they check for a cat-converter and run the truck on the sniffer, so everything under my hoodf passes.

By the way, CARB stands for the California Air Resources Board. They set the emissions standards for new vehicles sold in California, and approve any aftermarket parts that might affect emissions. But as Shawn said, just because something isn't CARB approved doesn't necessarily mean it will hurt emissions...chances are the part manufacturer has simply not spent the money to get the particular part CARB approved.
