I don't know if Dodge changed the set-up over the years, I can imagine they didn't. There is a drain hose that comes out of the front of the air plenum on the passenger side. It passes through the firewall on my 93' about as close to the tranny hump as possible which translates in the engine compartment to right behind the number eight cylinder. On my truck there is a hard plastic tube from the plenum poking through about 3/8 of an inch and has a soft 90 degree rubber hose on it pointing down. I have had the air plenum apart before(much to my dismay) and it seems to me that the hole would be easily clogged by whatever the fan sucks in. I sure hope you can get whatever is blocking the drain out without having to go through that. You might try to clear it out by poking somthing flexible back up the tube but be careful not to go too far and hit your a/c evap. Good Luck
