Turn the bolts clockwise to raise the suspension.
Easier to turn if you jack the frame up to take some weight off the suspension first.
Jounce the suspension, and measure to get even results. Measuring is better than counting the number of turns, as not all bars will be exaxctly the same rate. Can be a good idea to get it aligned afterwards, or just have the alignment shop do it for you if you don't understand this advice. Expect close to an extra 2" in height at the most.

And if you realy want it spot-on, put your weight in the driver's seat, then it'll be nice and level when you're in it.

What is the torsion bar tool for? Do you really need one? Haven't heard one person metion it and there a $100+.

Dakotas don't need a torsion bar tool. If you only want to put on a few turns to raise it an inch or two, you don't need this tool.
I've had my torsion bars all the way out to install some thicker Durango bars and did it without a torsion bar tool, because the adjuster bolts are plenty long enough.
