Message: See if they can be sifted. In most cases, this well make the tread softer again and greatly improve noise and traction on snow/ice.

Message: He means siped, and its when you take a special cutter and cut extra slits in the tread to make the tread a little more flexible. It is mostly done to Super Swampers or tires like them to increase traction on rocks and trails but it also helps in the snow and ice as OBIO3 said.

Message: Not exactly sure but a tool supplier that sells a lot of shop supplies can probably get one. If you can't find one at a store like that you could try Snap-On or Mac tools they probably have them.
