I have a 97 4x4 regular cab w/ a 3.9L and some decent 31's i just bought the truck and want to do some light off-roading, with out spending a whole lot of money. anybody have some suggestions on where to start?

start out with a 3inch bodylift and then a nice set of mud terrains. then later go for a suspension lift.

If i were in your shoes, i would just purchase a locker for the rear axle. It's around $300 to $500 depending on which but it'll enhance you vehicle's off road performance probably more than new tires would. Two black marks are better than one :)
It was the no doubt the best and most useful mod on my dakota.
