 Subject: wheel size question

hey i went to a off road shop today and i was getting a price for some new wheels and he told me that i have a 16" factory wheel so 15" wheels will not clear the brakes is this really true or what im confused because i have seen 15's on 2001 dakota is there a problem with the brake clearance?

I have a set of a set of eagle 589's 15 x 7 and one 15x8 the 7" have 4" backspacing and the 8" have 3.25 backspacing .........I'm asking for 300 for the set or best offer ........I'm in california ........
