Message: I've heard this term used for the cutouts that you can get from JC Whitney. They are basically a Y connection that turns down and has a valve on the outlet. It has a cable operated valve similar to an old manual choke cable. They are placed inline in the exhaust pipe, before the cats and mufflers. A pull of the cable and you're basically running open headers. They are off road only, intended for the track, but a few pro-streeters in my area I know have them. Turndowns may also mean something different. If so maybe someone else can help.

Message: jimc what your talking about it a cut out.
a turndown is were your exhaust has a tip pointed at a downward angle either before the axle or where ever you choose to put it. basically its cutting your exhaust short and dumping it under the truck as opposed to running pipe out the side or back.
