Go to Hanson's website for all the pricing info -- there are quite a few options.

The basic bumper, no lights, no grille guard, and no winch provisions will run about $700.00 unfinished.
I added rectangular driving lights, winch provisions, and shackle tabs for a total of $1,100. Black powder coating was $250 locally, although Hanson can have this done for an additional charge. If you go with a custom color like ForeXFour has, the powdercoating may require a primer and clear coat -- added $$$. I'm not sure the freight charges if you're out of the area.
Give Wayne a call (at his shop in Salinas, CA) and leave a message. He usually works late each day and doesn't always get a chance to answer the phones. He will call you back though. BTW, the pics of Dakota bumpers on his site are from the first few he produced. The design and style has changed slightly. Both myself and ForeXFour have the most recent generation.

Holes... I think it's also Reinforced.. but we'll let RESQready answer that part for sure.
You have to buy the winch seperate or you can get it from him. It is extra.

It is for the mounting provisions only. The winch sits a little below the bumper making it theft proof.
So if you think you may want a winch someday you will need it.+
A Warn HS9000i is about $850.00. It is pretty quick.

Hang on a second, I need to shake the sand out of my laptop :)
Winch provisions include a cut out in the top of the bumper, a mounting plate with predrilled holes, a cut out in the front for the rollers, and additional reinforcing. The winch is not provided. Oh well.
