are you bagging it? becuase you are C-notching the truck doesn't mean that the tires will rub. With a standard C-notch the truck will lay frame on a wheel/tire size up to 215/35/18 Anything bigger the truck won't lay frame. You would have to do a larger step notch.

Anyway, take a WOODEN basball bat or a wooden cylindercal somthing or other & get just enough wheel well gap so that the bat barely fits between the tire & fender. then you "roll" the bat on the top of the tire pulling downward so that the top of the bat puts pressure against the fender. As you roll from front to back & back to front put some pressure on the fender. it will massage the metal and spread it out alittle causing the fender to technically bend outward. if you do this gentle enough you won't crack the paint. you could get 3/8" of an inch maybe 1/2" on each side, but probably no more that that.

one other thing to keep in mind however is if this is a 97-04 dakota, the rear wheel well folds under & has a 90 degree lip on it. this strengthens the fender quite a bit, sooo... you will need to cut that part off, or bend it all the way (180 degrees) around. If you leave it there & bend it around it will still have some of the strength, so it will be harder to roll & you won't get quite as much clearance.
