I have a 95 dakota ext. cab with the 5.2L v8. I throwing the 4/6 belltech/western chasis drop kits. Dropped spindles and coils in front and the hanger and shackle kit with 2" blocks in rear. i'm also adding a rear sway bar and c-section frame rails. 1st question: what angle shim should i use for the rear pinion? 2nd Question: I have 235/45/ZR17 front tires on 8" offset wheels and 245/40/ZR18 rear tires on 8.5" offset wheels, will i have any clearance problems in the front or the rear?

You can get the blocks with it already machined in or you can get them seperate if thats how you prefer. I would do 4 degrees. The numbers you listed are the widths of the wheels, not the offsets.....they are smaller and usually metric. You won't rub though even if the wheels do stick out cause you have a low profile tire.
