will they hold up or would they tear when draging. Plan on running in the 14's. If they would hold up whats the fastest you would go in the 1/4 without ruining it.

My R/T runs in the low 14 or high 13's and I have been bagged for over a year.....no weird effect so far, bags lok great

Why would the bags tear when dragging? It's not them your dragging. Just make sure they don't rub or touch nothing during their whole stroke.

I read some that a guy with a charger had them in the rear and they tore, he was running in the 13s. The more I think about it, it seems the way the dakota is setup up it should be fine.

If you launch your truck with bags and a mono leaf, yes you can tear them. Just do it right and buy a 4-link. trust me on that one. :)
