i have a 98 dakota that's not starting. I checked my battery with a meter... it's fine. I don't hear any clicking. Just the dash lights come on, the headlights work. I was just gonna take the starter off and take it to a shop to have it tested. This sounds so stupid... i can't get it off. How do you get to the bolt on top released(the bolts go horizontally and i cant get anything around the starter to the one on top). Or any other suggestions?

Try a long extension with a swivel on the end for the socket. It worked for me.

Connect the voltmeter and have someone turn the key to start. See what voltage drop you get. Just b/c the battery shows 12 or 13 volts does not mean it's good. Turn on your lights and see if you can still honk the horn. Try a few things before taking the starter off.

He's right. The horn is the best way to check your battery. Your lights may work but the horn draws the most juice by far.
