Message: Ummm, the lowest the speed limiter is set to is 98 MPH, some Daks have it set to 115 MPH.
Find a nice lonely road and open the truck up to see when the speed limiter shuts the truck down, I think you'll find it to be at 98, if your one of the lucky ones it will go to 115.

Message: Try a speed shop that does speedo calibrations.
They should have a dyno that can verify the 98mph thing.
I don't think a ticket will get tossed out due to a 2 mph discrepancy Considering that you were traveling at least 18 mph over speed limit if you were less than 5 mph over speed you might have had an argument.
Most states have a margin for error on both cars speedo and on radar units. That's why you don't see speeding tickets issued for speeding under 5 mph over limit. (unless your conversation starts with the nice officer "what the f**k you stopping me for?")
