Message: It's programmed to come on at certain mileage marks to remind the owner that it's time for an inspection of the complete emission system. Only way to turn it off is via an appropriate scanner.

Message: The Emission Maintenance Reminder System (EMR) is incorporated into the engine Powertrain Control Module (PCM). On 1989 to 1995 models, the Chrysler Diagnosis Read-Out Box II (DRB II) is required to reset the EMR. If you have an 88 keep serching b/c the solution is much easier.
I discovered this answer on a recent search (Mar2008), but print it and take it to the mechanic with you. After years of ignoring my light, my local 5 STAR service people said they didn't know jack about an "old" Dakota. I took three of thier stars when I left!
