Message: I have my Amature Radio Licence. I do not have one in my truck (yet) Yaesu makes a ham radio that is about the size of your hand, and it has a remote face so there is no space problem with how small this stuff is getting. it will get as small as your pocket wallet is big.

Message: I'm a licensed ham, have been for years. The test is not very difficult at all. It's well worth the effort.
No need to carry a scanner when you're a ham operator. Most of the ham radios access and scan police, fire, aircraft, etc. Hard for a cop to accuse you of having a scanner when you can legally say that it's only a ham radio.
I've installed a ICOM IC-706MKIIG in my '03 Dak. It covers HF, VHF and UHF in xmit and recieve. It also scans the police bands and all other emergency freq's. It's nice to know whats going on when I pass by some activity. I've programmed all the necessary freq's for my area and carry a near field freq counter for those times when I'm far from home.
If anyone is interested in pics of my radio inst'l let me know.

Message: new jersey there is only one law about scanners. you can have a scanner no matter who you are as long as the scanner is not use to aid in committing a crime. ie. structure fire that all the cops are at and you hear it on the scanner so you go rob a liquor store.
