Message: Well my 99 dakota was having problems shifting around 40mph its would just keeping reving. IT would only do this occasionnally though. So I decided to go out to the garage an dsconnect the positive from the battery. Left of for a few minutes then hooked it back up. Took it for a test drive an it changed gears better then ever. I drove it a couple of miles without a single problem. My conclusion with all the computers on board cars today every once an while need a reboot just like our home computers. Food for thought.

Message: I know this is an old thread, but I've been wrestling this problem for a while now and seem to have stumbled on a solution. Hope someone can find this useful.
I've got a 2000 4x4 4.7 and was having the same problems as OP, converter was switching in and out of lockup every few seconds. This would happen on flat stretch of road, either with cruise on or off. I have also suffered from a very erratic idle, would jump 200 or 300 RPM at every stoplight. I changed my plugs to fresh Autolite 5224s gapped .040 and had my tranny fluid and filters changed (the transmission shop said they didn't find the tranny acting abnormally.) That didn't seem to help either problem, if anything, they seemed to get worse. I then pulled the throttle body and cleaned it and the IAC motor, with no improvement.
I thought about this for a few days, debating whether to drop the tranny pan and put in a new governor pressure solenoid and sensor, as suggested by another poster. This seemed like a lot of money and grief. I still had my idle problem to deal with, so I figured the cheapest route would be to try a new throttle position sensor ( TPS ) I removed it and put it back in -just to see how difficult it would be, as I planned to replace it in the store parking lot. On the way to the auto parts store, the f#cking problem disappeared! BOTH problems, for that matter!
So I drove around for about an hour, just to make sure I wasn't hallucinating, un-f#cking-believable! I drove home, pulled the electrical connector from the TPS, sprayed it with WD40, pulled it on and off several times to scrub the contacts clean, put silicone dielectric plug boot grease around the connector and plugged it back in. I put at least 100 miles on it today and both problems seem to have vanished! Idle was rock solid, with tach needle movements almost imperceptible, maybe 20-50 RPM once in a while . The converter hardly ever kicked out of lockup unless I hit a steep hill on cruise or gave it a heavy stomp.
My theory: the contacts to the TPS oxidized a bit, making an intermittent connection, giving the PCM fits and resulting in inaccurate air fuel mixture (erratic idle) as well as sporadic transmission control.
If this problem DOES re-appear, I'll try a new TPS, since it may still have an internal defect, and that may ultimately be the root cause of the problem ...we'll see!
The BIGGEST bonus: my fuel mileage improved by a couple of points instantly.

Same problem after disconnecting the TPS while changing plugs. 2000 to 2150rpm surge (same speed) while going 70mph on cruise. I'll try my favorite "juice" on the contacts, "WD40" also a great hand cleaner.

Message: Yep, test drive today, and steady RPM at a bunch of speeds. Great, hate to have to fix that tranny $$$
01 truck with 96,000Km. Tow a sled trailer 5000#+ thru mountains a few times,,
I paid for rotors and pads so far.
Dodge did a leaky stearing rack, balljoints, and dodge decals on the doors (flaking).
So now that the tranny issue is not an issue, it still a very relaible and low cost truck. I new I must have done something while working on it, didn't beleive it was coincidence :)
