In response to my 1st question on 5/12/2002 @ 11:17:35... I found the answer myself after taking delivery of my '02 QC SLT+ yesterday :p

The fog (driving) lights in the lower bumper can be turned on WITHOUT having the headlights on. Just turn on the parking lights and pull the knob out - the fogs light up! :) :D

Now I just need to swap out for some yellow blubs since I can't afford a nice Safari Bar and "real" fog lights yet ;)

For the most part you are all right, but probably the big reason is that that the facotry switch can not handle the contineous wattage from OE fog lamps. If your Dakota didn't come with them, you'll notice that when you purchase them as an accessory from your freindly Dodge dealer they now come with a small micro switch and not a replacment headlight fog light switch.
Most people run them 24/7 and Chrysler I am sure got tired of replacing the switch.

You are correct to a point. The wattage drawn from the foglights would be on the other side of the Fog Light Relay. The line that goes to the switch is only to close the relay and I doubt that the current off that line is very substantial.

Anyway I have a better(different) method to the madness. Because of the suggestions listed prior would allow your foglights to stay on in the event that you left the switch on here is another option that would allow the lights to still be controlled by the CTM.

Following the same 2001/2002 procedure posted above instead of connecting C1 #22(White/Tan) with C3 #8(White/Violet) Remove only C3 #8 and tie into C1 #4(Red/Yellow) but just tie the wires together leaving C1 #4 plugged into the CTM for controll purposes. Note: This will have the fogs turn on everytime the park lights or headlights are on and will also flash the fogs with the keyless entry. You will no longer need to pull the headlight switch out for fogs and they will shut down in the event that you forget to turn the switch off. Yes the little fog lamp indicator on the lower left of the headlight switch (the one you can't see) will still come on.

There are many ways to go about doing this switch but this allows the CTM to be used as a safegaurd for battery purposes. I would invite anyone with diagrams of the CTM to post them. I would like to modify this unit instead.
