you can install the chrome steel lwr valance..replaces the plastic grey or painted one, 97-2001 models,uses stock fog lights. www.honestcharley.com

I would look into Xenon at http://www.teamxenon.com/xenon.home.html
They list the following part numbers:
97-'99 Dakota
5841 Front Air Dam (req. removal of stock plastic facia)
5841BC Bumper Cover (can be used w/ or w/o 5841)
I think that Street Scene also has the air dam available seperate. Their website is under construction, but you can call them at 888-477-0707.
