Message: I'm going to guess that applying heat would do the trick. Most glue bonds, even epoxy, will give way when enough heat is applied. You could try heating the glass from the outside with a heat gun concentrating on the spot of glass where the base of the mirror is glued. You may have to grab the base and twist it off but with enough heat the glue should weaken enough to allow you to get it off.

Message: I would try a scraper before the heat. The heat
might crack the window.

Message: Heat will do the trick, you just need to be gentle. It won't take a lot of heat to soften the glue but it may take a couple hundred degrees. The windshield is tempered glass which will handle 200-300 degrees more temp differential than plain annealed glass before cracking. Do make sure the windshield isn't ice cold before starting, else you are begging for it to crack!. In fact, it would be a good idea to gently warm the glass area around the stem before concentrating heat on the glue spot. As long as you aren't a gorilla with the heat gun (or torch) you should be ok. It would help if you put a friend inside the truck pulling on the stem while you heat from the outside so you can stop heating as soon as the stem breaks loose. Alternatively, if the stem is metal, you could try applying heat only to the stem itself inside the car.
If there are any concerns about screwing the windshield up, you can always go to an auto glass shop and pay them $20 or so to do it for you.

Message: Go read this link which mentions several alternatives for removing rearview mirrors.
By the way, I was wrong about the windshield being tempered glass. The side and rear windows are tempered but the windshield is not. This means if you use the heat, you do need to be careful not to apply too much.
