Message: if you lived on so.cal i could probably get it done for free.
my manager's dad owns a machine shop, that makes a bunch of stuff out of metal, and they powder coat it before they ship it. i got some stuff for my dad's roadrunner done for free.

Message: If you look in the phone book under powdercoating, you'll probably find a few places (depending on where you live). No big, flashy adds, but usually something. If not, look for commercial/industrial paint shops -- they usually have a powdercoating division, or could point you to a local shop. And like Kota mentioned, try contacting a machine shop or welding/fab shop. They usually know of or get stuff powdercoated.

Message: You can actually buy powder coating kits from various on-line and brick and mortar stores. It is really easy to do (I have one). The most important part is prepping and cleaning the component you want to coat. Brake cleaner works great for final de-grease. Oh yeah, you also need an air compressor and an oven that will fit your size part in it. I don't recommend the same oven you use to cook food with, though (VOC's generally taste pretty crappy!)

Message: I know a place in Liberty Hill, TX. They did a grille guard for a friend of mine.
After I get some expanded metal welded up to my safari bar, I'm going to have them powdercoat it. Like $60-$80 I think.
