when i check my milage at fill up the overhead computer reads 16 to 17 usually but if i check that with a calculator i get 14 to 15. Is this a common problem, and can the dealership fix it.

Yes it is normal. On mine it says 0 miles til empty and I still can drive around and not run out of gas. The computer is only programmed to compensate for so much. I usually end up with better mileage than the overhead says. Also each gas tank is a little different and expand and contract depending on the weather.
