I had mine mounted in the center console. I have the bucket seats, not the bench.
I don't know where you could mount one otherwise, the changer wouldn't fit in the bench seat console, or under the passenger front seat, or under either of the rear seats.
Even if it was skinny enough to fit under the rear seat, that would make the fold up seat cargo area about useless.
