 Subject: 92 dakota headlight adjustment

I have found my headlight adjustment
screwes. But they seem to not want to
work. The screws are attached to
galvanized wire that runs to the
headlight. The galvanized wire is having
issues not turning and /wanting to roll on
itself. I greased each screw spot which is
one on top of the headlight one behind it
where it connects and one where you adjust

I'm not trying to break anything, but my
senses tell me the adjusting screw
physically on the headlight is seized
somehow. Any help is appreciated
