Message: I believe most aftermarket hand held programmers allow you to either move up or delete that top speed limiter. But i would suggest you make sure your tires are rated for speeds higher than that before you change it. I'd hate to have a blowout at those speeds.

Message: I doubt you will see much more than 110mph out of your Dakota. Most tires found on modern vehicles these days are rated at least an S (112mph) rating. These are 'sustained' test speeds. That is not to say that a tire couldn't still come apart! Also to note, the higher the speed rating the more expensive the tire usually is and the less tread life one can expect to get out of it (softer 'stickier' compounds). You can find the rating on the sidewall.
Speed ratings:
Q- Up to 100mph
R- Up to 106mph
S- Up to 112mph
T- Up to 118mph
U- Up to 124mph
H- Up to 130mph
V- Up to 149mph
W- Up to 168mph
Y- Up to 186mph
Z- 149mph and over
