Message: I had a guy weld on brackets for tow hooks on my old 02 QC. He used a handy dandy stick welder. They worked well for landscaping, but never used them for anything else. He assured me it would hold weight of truck.

Message: Enough amperage to get good penetration. It's trial and error. Depends what material you're welding to the frame and what material the frame is made of. Just make sure you've got good and tight connections and clean surfaces where you're welding.
Oh, BTW, I would disconnect the battery and all the connectors to the PCM and maybe even the alternator. Stray voltage like that could wreak havoc on a modern vehicle electrical system.
