Subject: weird lights/gauges issue

hello,

sometimes in my 1994 dodge dakota, when i turn on the ignition, none of my gauges work, and it shows that my high beams are on, and that both of my turn signals are on (not blinking, just on). the reality is that only the regular headlights are on, and neither of my turn signals.
As I drive, nothing changes... all needles are in the minimum position.
Usually it just randomly snaps back to normal after a while, but today i noticed something: if i turn my headlights off, everything else works fine. turn them back on, and the gauges go off again. not even my odometer turns.

meanwhile, my stereo works fine.
this only happens occasionally, and i almost want to say that it mostly happens when it's been rainier than usual.

anyone encountered this problem? clearly it must be something with the wiring, but any suggestions of how to go about locating the problem? i don't know much about auto electrical (though i'm otherwise electrically competent).
i've taken apart that whole instrumentation panel before, so i know how to get in there.

I'd check into grounding problems.. It *may* be as
simple as the ground to your instrumentation
panel.
